China is a signatory to the Hague Adoption Convention. Over the past three to four years, the waiting period from dossier to proposal for the regular China program lengthened to an estimated 5 plus years. As a result, we no longer accept applications for adoption from China unless your family is eligible to be expedited or you are adopting through the China Special Needs Program.
Our Special Needs Program
China's Centre of Adoption Affairs (CCAA) is increasing focus on the placement of special needs children. Starting in January 2011 Sunrise is able to assist families adopting through the Special Needs Program without using an intermediary agency.
Special needs range from minor to severe and generally relate to physical conditions as opposed to emotional, intellectual and cognitive special needs. Families adopting through the China's Special Needs Program must meet all of the criteria listed below with the exception of age. Parents up to age 55 may adopt a special needs child.
Wait time lines are significantly reduced for families pursuing Special Needs adoption from China. Most families adopt in less than a year, provided there is a suitable match found for them.
Our China Expedited Program
If at least one of the adopting parents is of full Chinese heritage and they, or one of their parents, were born in Mainland China, Hong Kong or Taiwan you are eligible to request that your application be expedited.
Our Regular China Program
As noted above we are not accepting applications for the Regular China Program due to long wait times

The Children of China
- Generally live in orphanages, although foster care is becoming more common
- Are usually girls, although there are many boys available through the Special Needs Program
- Are aged 10 months and up
The Parents
- Must be between 30 and 50 (maximum is 55 if adopting through the special needs program)
- Must be married a minimum of 2 years
- If previously divorced, must be married 5 years (may not be twice-divorced)
- Must be physically healthy, able-bodied and free of mental health issues
- Must have a Body Mass Index (BMI) less than 40
- Must have a minimum family income of US$10,000 per member of the household, including the adopted child
- Must have net assets of at least US$80,000
- Must have a minimum high school education
- Must have no more than 5 children in the home, including the child to be adopted
- Must have no children under 1 year of age
- Must be free of criminal records
Travel
Adopting parents from Sunrise usually travel to China in groups, although that is not necessary. The stay in China is approximately 2 weeks - the first in the region you are adopting from and the second in Beijing, completing the immigration process.
