China is a signatory to the Hague Convention on Intercountry Adoption. Over the past three to four years, the waiting period from dossier to proposal for the regular China program lengthened to an estimated 5 plus years. As a result, we no longer accept applications for adoption from China unless your family is eligible to be expedited or you are adopting through the China Special Needs Program.
Our China Expedited Program
If at least one of the adopting parents is of full Chinese heritage and they, or one of their parents, were born in Mainland China, Hong Kong or Taiwan you are eligible to request that your application be expedited.
The current wait time for expedited applications is 36 months to proposal, once CCAA has received the family's application.
Our Special Needs Program
Children of all ages are available thorough China's special needs program but most of the children available are 2 years old and up. Special needs range from minor to severe and generally relate to physical conditions as opposed to emotional, intellectual and cognitive special needs. The program has been growing in popularity because so many of the children have conditions already corrected in China or conditions that can be treated relatively easily in the western world.
Depending on the special needs they are willing to consider, most families can adopt in under one year through the Special Needs program.
Our Regular China Program
As noted above we are not accepting applications for the Regular China Program due to unusually long wait times

The Children of China
- Generally live in orphanages, although foster care is becoming more common
- Are usually girls, although there are many boys available through the Special Needs Program
- Are aged 10 months and up
The Parents
- Must be between 30 and 50 (maximum is 55 if adopting through the special needs program)
- Must be married a minimum of 2 years
- If previously divorced, must be married 5 years (may not be twice-divorced)
- Must be physically healthy, able-bodied and free of mental health issues
- Must have a Body Mass Index (BMI) les than 40
- Must have a minimum family income of US$10,000 per member of the household, including the adopted child)
- Must have net assets of at least US$80,000
- Must have a minimum high school education
- Must have no more than 5 children in the home, including the child to be adopted
- Must have no children under 1 year of age
- Must be free of criminal records
Approximate Waiting Period
The time to complete an adoption from China continues to increase. It is now taking in excess of 40 months after log-in date to receive a proposal. We anticipate that this wait will get longer although no one knows by how much.

Adopting parents from Sunrise usually travel to China in groups, although that is not necessary. The stay in China is approximately 2 weeks - the first in the region you are adopting from and the second in Beijing, completing the immigration process.
