Latvia is a signatory to the Hague Adoption Convention. International adoption may take place
only if the competent authorities of Latvia have determined that placement of the child within
Latvia has been carefully studied and that an intercountry adoption is in the child’s best
interests. At least one prospective adoptive parent should be a Latvian citizen or hold Latvian non-citizen resident (alien) status.
Intercountry adoptions from Latvia are for children who have been declared abandoned and authorized for intercountry adoption by the Ministry of Welfare. Children are of all ages and sibling groups may be adopted.
Prospective adoptive parents seeking to adopt a child from Latvia must meet the following
At least one prospective adoptive parent should be a Latvian citizen or hold Latvian non-citizen resident (alien) status.
At least 25 years old and at least 18 years older than the adoptive child.
There is no marriage requirement: heterosexual married couples or single individuals are eligible to adopt.

Residents of Ontario and Quebec are required to use agencies in their home province.
